PART I: APPLICATION AND REGISTRATION
1. I have studied high school in Türkiye and have dual citizenship. Can I apply as an international student?
According to Article 7 of the Turkish Citizenship Law No. 5901, “A child born to a Turkish mother or father within the unity of marriage either in Türkiye or abroad is a Turkish citizen.” This means that you are considered a Turkish citizen, even if you were born in a foreign country and have dual citizenship. If you have studied high school in Türkiye, your application as an international student will be considered invalid.
However, you can apply as an international student if you have renounced your Turkish citizenship and obtained a Blue Card. The Blue Card is an official document given to individuals who are Turkish citizens by birth but have voluntarily renounced their citizenship.
If you are not a Turkish citizen by birth but acquired Turkish citizenship later, you can apply as an international student even if you have studied high school in Türkiye. You will need to document your situation with a certificate of identity register.
2. I am a Turkish citizen. I have studied the first two years of high school in a foreign country and the last two years in Türkiye. Can I apply as an international student?
According to the principles of the Higher Education Council (YÖK), if you started your high school education before February 1, 2013, you must have completed the last three years of your high school education in a foreign country to be eligible to apply as an international student. If you started your high school education on or after February 1, 2013, you must have completed your entire high school education in a foreign country to qualify as an international student.
3. I am a Turkish citizen. I have graduated from a high school abroad that is affiliated with the Turkish Ministry of Education. Can I apply as an international student?
Yes, you are eligible to apply as an international student because you have completed your high school education abroad.
4. I am a Turkish citizen by birth. I have graduated from a foreign high school in Türkiye. Can I apply as an international student?
As you have completed your high school education in Türkiye, your application as an international student will be considered invalid.
5. I have studied high school in Türkiye. I have dual citizenship and have lodged an application to renounce my Turkish citizenship. However, the process is not over yet. Is being a Turkish citizen during application a problem?
At the time of application, the process of renouncing your Turkish citizenship must be completed, and you must be holding a Blue Card. Otherwise, your application will be deemed invalid.
6. I am a citizen of the Turkish Republic of Northern Cyprus (TRNC) and have no GCE A Level grades. Can I apply with TR-YÖS, SAT, or ACT scores?
Those who have completed high school education in the TRNC must first meet the minimum GCE A Level criterion as specified in the Directive to be eligible to apply as an international student. Therefore, an application made with TR-YÖS, SAT, or ACT scores will be considered invalid without meeting the GCE A Level criterion.
7. My GCE A Level (or IB) grades will be announced after the application deadline. How can I apply?
You can apply with your predicted grades provided by your school. However, the Commission for International Student Selection will determine whether candidates who do not achieve their predicted grades are eligible to register at the University.
8. Is the original SAT score report mailed by ETS necessary during the application process?
No, it is not necessary to have the original SAT score report mailed by ETS during the application process. It will suffice to upload a PDF printout of your score. However, if you are admitted to the University, the original score report sent by ETS will be required for registration.
9. Do you take SAT Subject Test scores into account in the application?
No, only your SAT 1 score will be considered in the application process.
10. Do you charge an application fee?
No, the application is free of charge.
11. Do I need to send the required documents by post after uploading them in the application system?
No, your application documents will be stored electronically, and there is no need to send them by post. However, in the event of admission, you must submit the original documents for registration procedures.
12. Can I send my application documents by e-mail?
No, documents sent via e-mail are not accepted. Only applications submitted through the online application system are considered.
13. Is a language proficiency certificate required during the application process?
No, a language proficiency certificate is not required during the application process. However, upon admission, you can submit your language proficiency certificate (if any) during registration to potentially exempt yourself from the preparatory class. Your certificate will be evaluated by the School of Foreign Languages or the Language Teaching, Application, and Research Center (TÖMER) of Hacettepe University. If you do not possess any language proficiency certificates, you will need to take a language proficiency exam based on the medium of instruction in the program you are admitted to. This exam will be conducted by our university after the registration process.
14. I will not have received my high school diploma yet within the application dates. How can I apply?
You can submit a document issued by your high school indicating either that you are in your last year of secondary education or providing your expected date of graduation.
15. Can I upload documents such as certificates of achievement earned in different fields and recommendation letters onto the application system?
Yes, you may upload them onto the “Other optional documents” field in our application system. The Evaluation Commission may consider additional documents as part of the evaluation process, such as a letter of intent, certificates demonstrating the candidate's interest in their chosen program, a reference letter, the ranking of the candidate's secondary education institution in national and international rankings, a portfolio highlighting their previous studies, and any other relevant materials.
16. Are Turkish citizens or holders of the Blue Card subject to any quota limits for application?
Yes, according to the decision of the Higher Education Council, the number of Turkish citizens by birth and holders of the Blue Card must not exceed 10% of those placed in the programs of the Faculty of Medicine, Faculty of Dentistry, Faculty of Law, Faculty of Pharmacy, and Faculty of Education. However, students who certify their later acquisition of Turkish citizenship are not subject to this quota limit.
17. Are all students whose application is deemed valid invited for an interview?
No. Whether you will be invited for an interview for your preferred program depends on your rank and the quota of the respective program. For each program, the number of candidates invited for an interview cannot exceed three times the quota of that program.
18. How many programs can I choose in the application system?
You can select up to 3 programs in the application system.
19. Is it possible to be invited for an interview for more than one program?
Yes, you may be invited for an interview for more than one program.
20. Is it possible to get admission for more than one program?
No, you can only get admission for one program of your choice.
21. I was not invited for an interview. Does that mean I failed the initial assessment?
Yes, if you are not invited for an interview, it indicates that you have not passed the initial assessment stage.
22. Where can I view the application results?

23. The medium of instruction of the department I apply to is 100% English. Do I need to learn Turkish in this case?
Yes, even if the medium of instruction is 100% English, you are still required to attend and pass the common compulsory Turkish courses.
24. I am going to apply to the Faculty of Medicine. The medium of instruction is 100% English. Do I need to learn Turkish in this case?
Yes, even if the medium of instruction is 100% English, you are still required to attend and pass common compulsory Turkish courses. Additionally, during your clinical studies, you will need to communicate with patients and other hospital employees in Turkish.
25. I am currently studying at a foreign university. Can I transfer to your university from abroad?
No, Hacettepe University does not accept transfers from universities abroad (including TRNC). However, you can apply as a first-time freshman student.
26. An education consultancy agency/company in my country stated that they have the authority to apply on my behalf and/or submit applications to your university for a specific fee. Is it true that you have representatives in foreign countries?
Please note that Hacettepe University does not collaborate with any private or public institutions, agencies, or companies in Türkiye or abroad during the application process. Please do not trust anyone claiming otherwise and do not make any payments as it may jeopardize the submission of your application. Please also note that Hacettepe University does not accept any responsibility in this matter.
PART II: SOCIAL AND FINANCIAL ISSUES
1. Are there dormitories at the University?
A limited number of accommodation services are available at our university's Sıhhiye and Beytepe Campuses, including dormitories for both male and female students, student houses, and guest houses. You can find more information here.
To apply for accommodation, you need to visit the dormitory application screen on the Department of Health, Culture, and Sports (SKS) website. You'll need a Hacettepe e-mail address and password to apply. You can obtain your Hacettepe e-mail here.
If you don't have a foreign ID number, you need to contact the IT Department here and provide your passport number to get your Hacettepe e-mail address.
You can access the dormitory application system at yurt2.hacettepe.edu.tr using your username, e-mail address (excluding the @hacettepe.edu.tr extension), and password provided to you.
2. Do Turkish citizens or Blue Card holders pay any tuition fee?
Yes, Turkish citizens and Blue Card holders who have registered to our University as an international student as of 2021-2022 Academic Year pay the tuition fee as the other international students.
3. Does the tuition fee include the costs for books, course materials, and housing services?
No, the tuition fee covers only the cost of academic instruction. Additional expenses such as books, course materials, and housing services are not included.
4. Does Hacettepe University offer any scholarships to international students?
No, currently Hacettepe University does not offer any scholarships specifically for international students.
5. What do I need to do to obtain a residence permit?
Upon completing your registration process, you must apply for a residence permit for educational purposes within one month of entering Türkiye. You can find detailed information about residence permits on the following website: (link)
6. Is it mandatory to have General Health Insurance in Türkiye?
In order to obtain a residence permit from the Republic of Türkiye, it is mandatory to have General Health Insurance from the Social Security Institution (SGK). Under General Health Insurance, it is necessary to pay the required premiums to the Social Security Institution.
7. Can I work during my studies?
Students enrolled in full-time Associate's, Bachelor's, Master's, and doctoral degree programs in Türkiye can work with a work permit. However, the right to work for Associate's and Bachelor's students begins after the first year. Work permit applications are made to the Ministry of Labor and Social Security.
PART III: EDUCATION
1. After being placed in a program, can I transfer to another program within the University?
Yes, if you are enrolled in a Bachelor's degree program, you can apply for a transfer after studying for at least two (2) semesters, or at least one (1) semester in the case of an associate degree program, provided that you have achieved a minimum GPA of 2.75 out of 4 and the program you wish to transfer to offers a quota to the program you are enrolled in. Transfer applications open twice a year (at the end of the semesters) and are announced on the website of the Student Affairs Office. You can find the regulations on transfers here
